31028 Cerulli (provisional designation: 1996 HH₁) is a main-belt minor planet. It was discovered at the Osservatorio San Vittore in Bologna, Italy, on April 18, 1996. It is named after Vincenzo Cerulli, an Italian astronomer of the 19th and 20th centuries.
